The reform of the health system should not be limited to settling the accumulated debts of the
various institutions and making up the financial deficit. There is a need for a re-organisational type
of consolidation, transforming the internal structure of the health system with the majority of health
services becoming increasingly cost-effective and patient-oriented, while ensuring the sustainable
development of the system through efficiency founded upon the principles of private-public
ownership.
Reform through reorganisation provides the foundation for the regionally-based organisational
structure necessary from the point of view of EU accession, which is to be implemented on the basis
of the National and Regional Health Service Development Plan currently being formulated.
The priorities of the Plan:
- restructuring of the health system
- elimination of regional inequalities in providing health services
- provision of quality services
- financing of developments and programmes necessary for the implementation of the national public health programme.
Parallel to implementing the Regional Development Plan, the system for concluding health
insurance contracts needs to be carried out as well as the role of the health insurance fund as a
purchaser of health services needs to be further developed.
Reorganisation of the financing system comprises several interrelated elements:
- reform of the system for paying social insurance contributions
- improvement of the situation with regard to funding sources, modification of the system for
allocating resources
- the systemisation of private financing
- restructuring and extending the institutional system of financing (e.g. accident insurance, care
insurance)
- modernisation of the pharmaceutical supply and financing system
- further development of the IT system of financing as well as modelling of new types of service provision and financing methods.
